On February 26, 2008, California Governor Arnold Schwarzenegger signed an executive order to create a Governor's Cabinet position for Service and Volunteering. This first-in-the-nation action will elevate the profile of citizen service in California and across the nation, help encourage more citizens to serve, and improve coordination of volunteer activities to meet community needs. The announcement of a cabinet-level position for service sets an example for other states and the federal government to follow.

Karen Baker, Executive Director of the state service commission CaliforniaVolunteers, has been appointed the first Secretary of Service and Volunteering. Ms. Baker first served with the Jesuit Volunteer Corps before holding leadership positions at several nonprofit organizations and government agencies during her career. Ms. Baker is a Steering Committee Member of Voices for National Service.

Before signing the executive order at an event attended by Director of the USA Freedom Corps Henry Lozano, Senator Harris Wofford, First Lady Maria Shriver, and current service participants, Governor Schwarzenegger told the audience that the idea for a cabinet-level position first came from First Lady Maria Shriver who serves as the honorary chair of CaliforniaVolunteers. Several leaders of the national service field offer a new vision of 1 million Americans in service in the upcoming edition of The American Interest policy journal.  Titled “A Call to National Service,” the proposal details a new financing mechanism, the National Service American Dream Account, and urges the next President and the 111th Congress to work together to grow voluntary national service. The proposal is accompanied by an account from Malcolm Jones, Acting Mayor of Pass Christian, MS, of his experience with AmeriCorps and national service after Hurricane Katrina destroyed his town.
